Boil water with sugar (I), butter, salt and lemon zest in a saucepan.
Add flour and cornstarch, stirring.
Remove from heat, let cool briefly and gradually add the eggs.
Heat oil in frying pan, add batter by spoonfuls, baking one at a time.
